Job Description: 

Manages, supervises and coordinates the activities and operations of the Streets and Drainage division within the Community Services department; coordinates assigned activities with other divisions, departments and outside agencies; and provides highly responsible and administrative support to the Assistant City Manager. 

Responsibilities Include: 
  • Assume management responsibility for operations and activities of the Streets and Drainage division.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels; provide services in the absence of staff.
  • Plan, direct, coordinate and review the work plan for division employees; assign work activities, materials/tools, projects and programs; review and evaluate work products, methods and procedures; meet with subordinate employees to identify and resolve problems.
  • Select, train, manage, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; complete related personnel matters.
  • Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  • Serve as the liaison for the division with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform additional related duties and responsibilities as required.

High School Diploma or GED; supplemented by seven (7) years progressively responsible experience in a lead capacity over side walk repair, streets maintenance and storm water drainage projects. Formal public works and supervisor training, including certificates and college degrees, highly desirable.

  • Possession of, or ability to obtain, an appropriate, valid Texas driver's license.

  • Operational characteristics, services and activities of streets.
  • Principles and practices of public administration, management, city organization and departmental responsibilities.
  • Principles and practices of program development and administration.
  • Pertinent Federal, State and local laws, codes and regulations.

  • Oversee, direct and coordinate the work of employees.
  • Communicate clearly and concisely, both orally and in writing. 
Work Environment: 

Environmental Conditions: Indoor and outdoor environments; exposure to extremes in weather conditions; exposure to vibrations, and noise; work on slippery or uneven surfaces, work with electrical energy; work with and around heavy machinery, in or near vehicle traffic; exposure to dust and fumes from motorized equipment; possible exposure to toxic chemicals.

Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, and walking for extended periods of time; moderate and heavy lifting and carrying; pulling, reaching, bending, climbing, and kneeling; use of fingers, both hands, and both legs required; must be able to distinguish colors; must be able to operate assigned vehicle.
