Job Description: 

The City of Athens, Texas is seeking an individual to perform residential and commercial building inspections and code enforcement. This full-time position will work directly under the supervision of the Director of Development Services. The purpose of this position is to perform a variety of technical building inspections and to enforce compliance with building codes, regulations and ordinances. This is accomplished by performing work site inspections, coordinating with developers, architects, contractors and the public. This person must be experienced in resolving issues related to building code and municipal code compliance. Other duties include performing technical tasks related to the services and programs of the Development Services Department.

Responsibilities Include: 
  • Makes onsite inspections during all phases of construction to ensure compliance with various codes, including those published by the International Code Council (ICC) and the National Fire Prevention Association (NFPA);
  • Reviews residential and commercial plans and specifications for compliance with codes and city ordinances;
  • Approves general, electrical, plumbing, and gas permits prior to construction;
  • Performs on site license checks of plumbers, electricians and other trades that are required to be licensed under State Law;
  • Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.;
  • Prepares and writes departmental reports and correspondence;
  • Serves as Building Official in the absence of the Director;
  • Ensures developer compliance with Federal, State and Local laws (including SWPPP);
  • Detects and immediately addresses safety hazards;
  • Performs municipal code compliance;
  • Writes citations when necessary and testifies in court;
  • Answers questions in person and on the telephone regarding zoning, municipal ordinance compliance, and citizen complaints;
  • Provides customer service to other departments and the public as needed;
  • Demonstrate proficiency in both oral and written communicates; computer proficiency;
  • Performs such other related duties as may be assigned.
Education/Experience: 

Knowledge of inspections, building codes, and city ordinances. More than 7 years of experience in construction, plumbing, electrical systems, framing, foundation, and heating and air conditioning systems. Knowledge of contractor license requirements. More than 7 years of progressive experience in municipal code compliance including the enforcement process for violations and issuing citations for non-compliance with at least 5 years of managerial experience.

Special Skills/Abilities/Knowledge: 
  • A Texas State Board of Plumbing Examiners Inspector’s License;
  • Registered Code Enforcement Officer or ability to obtain certification one year from hire date;
  • Licensed as a Master Electrician or ICC Certification in Commercial and Residential Electrical Inspection required;
  • Possession of a valid Texas Driver’s License upon hire is required with a good driving record.
Work Environment: 

PHYSICAL REQUIREMENTS

Physical requirements include occasional lifting/carrying of 50 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Walking and climbing dexterity necessary to observe work performed at construction sites. Subject to sitting, standing, reaching, and walking to perform the essential functions.

WORK ENVIRONMENT

Working conditions are both inside an office environment and frequent visits to outdoor construction sites including exposure to dust, high noise levels, and damp/wet surfaces.
