Job Description: 

Under general direction of the Chief of Police, the Director of Information Technology will function primarily as the systems administrator for all city-wide technology. This position shall perform complex information technology work in the planning, designing, installation, configuration and monitoring of information systems utilized throughout the City specializing in Windows, Virtualization technologies, Security, Telecommunications, Data Network, and phone systems. 

This position requires extensive knowledge of and experience with the principles, procedures, equipment and apparatus used in information technology, as well as extensive knowledge of laws, ordinances, rules and regulations pertaining to municipal government. Must obtain and maintain the appropriate Criminal Justice Information System certification. Must have and maintain a valid Texas Driver’s License. Must have and maintain a satisfactory driving record. Punctuality and regular attendance are required.

Responsibilities Include: 

Administration

  • Develops and implements standards and guidelines for managing technology assets.
  • Collaborates with the Chief of Police to plan, design, and implement citywide information systems including operating systems, software, and hardware.
  • Creates process improvements and controls.
  • Responsible for system administration of major platform operating systems.
  • Trains colleagues on new information system technologies and requirements related to administration and operations.
  • Reviews results of special IT investigations, internal audits, research studies, forecasts, and modeling exercises to provide recommendations and guidance.
  • Performs installation and documentation for use with multi-application, multi-user database systems.
  • Coordinates and monitors the troubleshooting of information systems on a daily basis.
  • Coordinates with vendors the documentation and application of solutions to information system problems. 
  • Assists in the resolution of critical information system problems and complaints.
  • Acts as administrator for Active Directory and SAN.
  • Acts as administrator for the phone system and server.

Risk Assessment, Security, Disaster Recovery and Emergency Preparedness

  • Develops and Manages the City technology risk management program which includes providing security requirements into the disaster recovery and business continuity planning.
  • Develops and manages information security and risk management awareness and training programs for employees.
  • Reviews technical risk assessments of new and existing applications and systems, including data center physical security and environment.
  • Reviews security guidelines, procedures, rules, and regulations; monitors compliance.
  • Oversees the deployment and maintenance of the City information technology security infrastructure.
  • Reviews IT security budgets and provides priorities and recommendations.
  • Maintains the backup and recovery of the city's network infrastructure in accordance with the IT disaster recovery plan.
  • Coordinates disaster recovery plans which include designing, testing, and maintaining systems protocols.
  • Oversees the implementation of computer system security plans with City personnel and outside vendors.
  • Develops, recommends and oversees implementation of City policies for encryption of data transmissions.
  • Analyzes and recommends necessary action for all Federal Security Cyber threats from Homeland Security.
  • Researches relevant security trends and technology.

Public Relations

  • Respond to the complaints and requests for information.
  • Represent the City in meetings with individuals, community groups, professional organizations, and leaders to determine needs and issues of the community.

Other Duties 

  • Prepares presentations, training, statistical analysis and management level reports as needed.
  • Travels to attend meetings, conferences and training.
  • Ensures required reports are submitted to regulatory entities.
  • Performs other related duties as assigned by the Chief of Police.
  • Regular and consistent attendance for the assigned work hours is essential.
Education/Experience: 

A Bachelor's Degree in Computer Science or a related field, plus three (3) years of increasingly responsible experience with services design within a Microsoft Windows Active Directory environment (2008/2012/2016) with proven support of virtualization technologies including server, desktop and published applications; or, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. 

Special Skills/Abilities/Knowledge: 

Essential duties and responsibilities may include, but are not limited to, the following:

  • Extensive knowledge in Windows, Virtualization technologies, Security, Data Network, Telecommunications, and/or Storage Area Network systems.
  • Principles and practices of local area networks and enterprise networks.
  • Principles and practices of desktop computer operation; functions and applicability of current software products; technical operations of computer hardware and communication equipment.
  • Principles and practices of Firewall configuration including access lists, NAT statements, traffic isolation.
  • VPN technologies and ongoing maintenance; general computer maintenance procedures and repair techniques.
  • Windows-based operating systems for both client and server operations including Active Directory and Group Policy.
  • Microsoft Office Suite applications and additional hardware and software as needed by City staff.
  • Principles and practices of physical access control systems, including troubleshooting, and door creation.
  • Principles and practices of municipal purchasing rules and regulations surrounding asset acquisition and management.

Knowledge of municipal records retention requirements, the Public Information Act, and related regulations.

  • Must be physically fit in order to perform all required duties.

  • Ability to sit or stand for extended periods of time.
  • Ability to walk, bend, reach, stoop, kneel, crawl, climb, jump, and lift, push, or pull heavy objects up to 60 pounds.
  • Must be able to climb a ladder and/or work in an elevated position.
  • Must have adequate speech, hearing, and eyesight required to perform the duties of the position.
